From my research, here is some information might answer your questions.
When a site has the status "Notified by another site ownership policy", it means that the site has already been targeted by a previous policy that sent out notifications.
- So, if a site has that status within a certain duration (typically 30 days), it will not receive another notification from a different policy.
- Once a site ownership policy is deleted in SharePoint Advanced Management, it is no longer active and does not apply to any sites, including those that were previously notified or affected by it.
- The policy status is stored in Microsoft Purview:
Data Lifecycle Management focuses on content retention and deletion.
Audit Logs will contain records of the actions performed by these policies.
